Ducey takes action on sovereignty and election bills

Here are bills I am tracking for action by Il Duce.

Let's promote ill health for AZ: HB2643 prohibits the state and all political subdivisions from using any personnel or financial resources to enforce, administer, or cooperate with the Affordable Care Act (ACA). At press time, my sources did not have disposition of this one. All the others got signed or vetoed.

AZ should secede from the union: HB2175 HB asserts and claims rights-of-way across public lands for the state, HB2176 requires the US to relinquish all constitutionally nonenumerated federal land within Arizona, HB2318 adopts the Interstate Compact on the Transfer of Public Lands (Compact). Appears that 2176 and 2318 were VETOed.

Federal lands: Ducey vetoed a measure to require the attorney general to request Arizona be given title to millions of acres of national forests, national monuments, property owned by the Bureau of Land Management, wilderness areas and national historic sites by the end of 2021. [HB2176???]

He also vetoed a parallel measure to have the state enter into compacts with other states to demand title to federal lands. [HB2318]

Let's make it tougher to vote: HB2407 modifies requirements for initiative, referendum and recall and requires courts to strictly construe, and the petition proponents to strictly comply with these provisions. HB2608 (Mar 31) changes the base number for determining the total percentage of signatures needed on nomination petitions, and decreases the percentage required. Both bills were SIGNED.

Asserts state sovereignty over cities and counties: SB1241 Stipulates that regulations regarding energy and auxiliary containers are a matter of statewide concern and prohibits cities, towns and counties from enacting regulations regarding energy measuring or reporting or auxiliary containers. SIGNED.

Prevents AZ's own do-not-fly list: HB2609 Requires ADOT on or before April 1, 2016, to issue a federally recognized driver license or identification license that allows the applicant to board a federally regulated commercial aircraft. SIGNED.

Suck money from public schools: SB1332 expands eligible students for Empowerment Scholarship Accounts (ESA) and establishes the Empowerment Scholarship Account Special Education Study Committee (Committee). SIGNED.
