Arizona Corporation Commissioner Bob Burns asked (asked!) Arizona Public Service CEO Don Brandt to reveal campaign spending. Brandt, in effect, flipped Burns the well known finger saying he would not, and did not have to, disclose campaign finance information to the Commission that is constitutionally empowered to have access to that information. Who, then, would have the power to compel APS to disclose? Apparently nobody, thus leading Laurie Roberts (azcentral.com) to ask the headline question.

APS said no to opening its books not because it has the legal right to do so but because it has a political muscle to do so.
