Who really runs the state of Arizona?

Arizona Corporation Commissioner Bob Burns asked (asked!) Arizona Public Service CEO Don Brandt to reveal campaign spending. Brandt, in effect, flipped Burns the well known finger saying he would not, and did not have to, disclose campaign finance information to the Commission that is constitutionally empowered to have access to that information. Who, then, would have the power to compel APS to disclose? Apparently nobody, thus leading Laurie Roberts (azcentral.com) to ask the headline question.

Check out her list of nobodies. It's pretty grim and leads her to this dark place.

APS said no to opening its books not because it has the legal right to do so but because it has a political muscle to do so.

Such is the state of the state of Arizona as a new year dawns.
